Level: 25 Story: After Giruvegan Need the Site 11 key. It's at the Hunter's Camp at Phon Coast beside a fallen Bhujerban toward the NW. Diabolos has some annoying AoEs including pyromania and curse(confuse, disease, ect...) but has low health. The key to winning at low levels is to kill him before he finishes casting force barrier because after that he gains a bunch of passive abilities including paling and 0 CT and just goes nuts. Basically brute force him. I keep a couple ranged for the first half to help prevent the AoEs from being an issue then once Diabolos gets low I swap in my masamune wielder and aim to finish it by berserker the melee. I should have equipped cameo belts to ignore Diabolos's evade/parry at the end but I make it anyway.
